During the 100-day window, except for narrow legal, verified-claim, or urgent-security circumstances, an ordinary planned operator-initiated movement cannot execute. A plan published during the window receives an application-derived earliest execution time no earlier than both Day 100 and 24 hours after the later actual website or X publication timestamp. This voluntary movement-and-notice commitment ends prospectively at the cutoff; later movement may occur without advance notice or contributor approval.
